Lichess policy of not informing cheaters, that they have been marked, provokes public shaming

Here in the chat cheater is outraged by the fact, he is not allowed to participate "without a reason", because he simply doesn't know he has been marked. Other people begin publicly shame him. Everything in Russian, but the point is obvious.
So you can either apprise cheaters with private inbox messages, or block chat for them.
I think someone that is sanctioned should be informed that they are sanctioned. I can't see no point why not. Letting by the sanction invoked features appear as working although they aren't (For example letting you send message without informing you that they aren't delivered because you are sanctioned) feels not serious and more like a sabotage against someones account rather than a sanction.
I think the reason why Lichess doesn't tell cheaters that they've been marked, is so that cheaters don't immediately create a new account - they will play for a while longer before realising that they've been marked.

As for public shaming, I think it's useful as a deterrent. I find it sad that cheaters think that everyone is stupid: do they think that people can't see if they've been cheating? Saying that they've been marked "for no reason" is a lie 99.9% of the time, and the falsely accused 0.1% can usually get things sorted fairly quickly. I like to have a good laugh at the idiots who say "What have I done? I'm not cheating! This is so unfair!! or even one "I'm leaving this stupid site" (as if we care about one cheater leaving) etc etc etc.... and then looking at their profile and seeing that all of their games are 0-0-0 or 1-0-0 (the 1 inaccuracy every few games is to make them look "genuine"). So yeah, in short, I think the "not telling" method is a good one.
#3 The "not telling" method doesn't only affect cheating but also trolling and other kind of abuse.

Keep in mind that someone can be sanctioned for unfair reasons. That user can still send messages post in forums and the features appear like working . However they aren't. No messages are sent and no posts are posted. The user isn't even at all informed that he/she is sanctioned. The account is like sabotaged without the user informed for a non-fair reason in such a case.

I don't realy care obauth problems of the cheaters, trhey shuld be blocked by IP address or somehow to be restricted of doing onathar accounts.
Yeah I really don't see this as a major problem. I'm sure thibault et al. know the statistics of how many accused players are actually innocent.

I would guess that most people accused of cheating ARE cheaters. So #5 is right on the money
Cheaters don't care about rules, nor about what their opponent may feel after being abused.

Why should I care about their problems ?
If I suspect cheating or the opponent is behaving badly, abusive or using unfair tactics, I message them straight after the game. I keep it polite and point out exactly why I am blocking them, what they have done wrong and if I am reporting them and why. I am not sure if any of my messages are read because I don't think these sort of players are usually interested in communication or what other people think of them. They seem to evolve some sort of rationale for their behavior that extinguishes any guilt or internal conflict. Despite most of my messages being ignored, I am hopeful I may appeal to the scrap of decency left in these people. Maybe they may stop cheating or being badly behaved given time. No body is perfect and everyone should be given a chance to redeem themselves I guess.

There is a chance that a sanctioned player is innocent.
Is it actually confirmed that cheaters don't get a message?
