The Challenge:
Compose a game in as few moves as possible where:
1. White promotes a pawn to a queen
2. The game ends with 15 pieces or less on the board
3. The game ends in stalemate
You may make any moves from both sides as long as they are legal moves. The moves don't have to be good moves, nor make any sense at all. Just fulfill the three requirements as quickly as possible.

I found a solution finishing in only 16.5 moves. You can see it in the study link above. Can you find a faster solution? I think 15.5 moves is probably possible, even 14.5 moves might be possible, but I couldn't find it. Share your answers here!
