Could someone explain why i wasn't able to move bishop (green arrow) and my only option was to move king(grey arrow)?
You were in double check by the pawn and the rook.

Well as for my 10th turn i could only move king, why i couldn't move my Bishop and take hes Pawn? is there some kind of additional rule that i haven't heard?

You were in double check by the pawn and the rook.
If your bishop took the pawn, you would still be in check by the rook. Therefore you are forced to move your King in that position to escape both checks.
